The Lacey Act makes it illegal to import, export, sell, acquire, or purchase fish, wildlife or plants that are taken, possessed, transported or sold in violation of U.S. federal law, U.S. state law, or foreign law. The 2008 update required, among other things, that importers submit a declaration at the time of importation for some plants and plant products.

Phase VII will cover declarations for all remaining plant product Harmonized Tariff Schedule (HTS) codes that are not 100% composite materials. Enforcement would begin 6 months after publication in the Federal Register (~December 2024).
